Most restorers can do nib work to varying degree, but three who specialize include:
Richard Binder http://www.richardspens.com
Mike Masuyama http://www.mikeitwork.com
John Mottishaw http://www.nibs.com
Inquire to each regarding estimate/backlog.

Let me add Greg Minuskin for excellent work, competitive prices and very, very fast turn-around. In the last few months he has done five nibs ( Two Wirts, two Edisons and a Diamond Point) for me with a return in two weeks...and the restoration is outstanding.
Edited to include brands to illustrate his competency with vintage nibs.

I quite agree. In fact, I have some going out to him shortly. As I lean to thinking of him as a nib retipper, I had neglected to recall he does general nib work of course.
