Heh.
What smell? I think it looks like a make-shift nebulizer for asthma.
Fellow probably *has* asthma, COPD, or lung cancer from trying to smoke... erm... "alternative tobacco products" in an old ink bottle. High school or college students...
Let's have from fun in the chemistry lab! Ammonia, vinegar, or chlorine, or even mineral spirits-- too wimpy. Lets see what happens if we nuke any goop in it with some sodium hydroxide or sulfuric acid. Use a pipette & of course goggles - n- gloves under the vent!
Naphtha or gasoline probably more realistic. Use turkey baster to protect label? Then a mild detergent.
Seriously though, nice find. Hope you can get it cleaned up where it doesn't stink!

Yeah. "smoker' probably thought old bottle looked cool. Am amazed he was able to drill through bottle w/o cracking or breaking glass.
Too bad it looks like the hole is right in front too.
Oh well, am sure it will be a nice conversation starter. ; )
