I am the seller in this transaction. The pen was sent registered signature delivery. The tracking information shows it has left USPS hands & is now in RM possession. I believe I have fulfilled my end of the transaction by shipping it with tracking information. I don't believe I should be held responsible for the loss, if in fact that is what happened, it may just be hung up in customs or something similar. I called the post office and they said it's out of their hands & on RM to deliver. It truly sucks that it hasn't arrived yet but IDK what else i can do.
Offer to split the loss, offer another pen, offer a discount, offer any of myriad of possibilities.

As has been noted, situations like these are always difficult to sort out. Based on just what I've read here, it would seem unfair to hold the seller liable in any way if he can prove that the item had left his hands and been received by someone on the other end. Some earlier provision should have been made, albeit at extra expense, for insurance, in the absence of which the buyer (as awful as the prospect is) might have to absorb the loss, as the shipper has no control over the shipment after its posting unless some special arrangement had been made (ie, express courier). I could very well be wrong but that's my honest take.
Let's hope the pen turns up miraculously on the buyer's doorstep one of these days. (And it isn't just the Royal Mail--USPS misdelivered a batch of about 15 pens, quite a number of them high-end and rare--to a neighbor in Virginia last month, and no one was even home so that box sat in their doorway for a week while my sister searched frantically for it, since the shipment had been marked DELIVERED in tracking. Thankfully she did a door-to-door search and found it. So stranger things have happened!)

Last Post Office to have it ... call them and ask for the Post Master. Give him the tracking info etc and ask him to look into it. He will know by the receiving address what carrier should have had it. They lock up those items at night when they are not delivered.
