Meaning of the initials "L.E.C." on vintage Waterman's pen

Hello, 
 
I've been trying to determine what the initials L.E.C. stand for on the end of this early Waterman's pen. 
 
~one query shows that it might mean Lower End Covered (Peyton Street Pens)
~one guess is that the "C." might refer to "Canada" as this particular pen is from Canada.  
     - I'm doubtful that all L.E.C. pens are Canadian
 
Note: I have searched this forum (and elsewhere) for the keyword L.E.C., with no results.

I believe Lower end covered is correct.

It has nothing to do with Canada.

The Richards pen reference pages indicates the same, Lower End Covered by overlay...
