Not so common with the nice barrel bands.

This is a screw-cap, and presumably an eyedropper. Narrow raised barrel threads are earlier, but nib and clip point to a later date. What is marked on the end of the barrel?

I've to check, but if I remember correctly David is right and the pen is marked 14 POC.
