1905 listing in Tools of Business, an Encyclopedia of Office Equipment and Labor Saving Devices, p. 88:

Nothing solid, but I guess we can embrace the usual speculations. Sub-brand?  Re-badge?  Why are so many "National" fountain pens called Gold Medal, Gold Bond, Diamond Medal, Varsity, etc. ?

 

I certainly would be happy to learn more.

Victory pen -- maybe the name could be linked to the end of WWI?

The Spanish American war was in 1898.  Looks like your pen Paten. date is 93.  WWI ended 1918.
