Showing a blind friend my recently purchased oversize I twisted the filling rod to release it and the brass cap on the end twisted off propelled by a sping.

The question is how is it secured? Can it be reassembled without using the threaded Parker tool as I only have one for removing the filling unit on the standard size at the moment.

The end cap is press-fitted in place. The lock-down ends often come loose because the aluminum sleeve it fits into has cracked at the stress point, just above the twist-slot where the material is weakest (aluminum is pretty brittle). You might possibly epoxy the end in place, or use a good-quality cyanoacrylate ("crazy glue"). You should be able to do this with the unit in place if you must. But the best solution is to find a sound filling unit and replace it, but that would definitely require the proper tool.

I have used epoxy fairly successfully in the past.  Just rough up the edges you're gluing a little bit.  You shouldn't have to remove the filler unit.  Just make sure you put the spring back first!

The end cap can usually be swaged back into place.
