unusual incomplete R on Parker Victory nib.

this matter has generated a few suggestions as to what the incomplete upper case letter means, although not sure that it's been resolved adequately yet, so hoping someone on FPB will have the answer.                 I've posted here in British in view of the word ENGLAND on the nib - although that doesn't prove that the pen was made entirely in the U.K.  -  but it's a starting point...............   apologies if I have that wrong. 

It's similar to what I've seen quoted as a 'British R', but as my letter is only partly formed, I'm still unsure as to meaning.

 

The pen is a fairly early b.f. Victory - probably a Mk. I c. early 1940's  - in what I believe is called lined rose, silver and burgundy.

 

thanks for looking and if anyone can say for sure what the partly formed upper case R is, would be very grateful to hear:)
