Found this today. Even though it came with a Sheaffer's desk pen, it doesn't look, to me,  like a Sheaffer socket or Sheaffer material.

I've seen some no-name bases done in that plastic, better known from Waterman as Onyx. I'm not at all sure it is a Waterman base though.

Thanks. I thought the plastic looked like pictures I've seen of a Waterman Patrician color but the brass swivel didn't look like any brand I knew of and the pen looks like it came from a later period.

Pen comes from 1940-42.
