I was going through my pen trays Sunday and I came upon a black Sheaffer balance that looked strange. The barrel had developed a whitish coating since I last looked at it (probably a year or more). I quickly plucked it out of the tray and took it into another room. I'm thinking of salvaging the section/feed/nib, lever, pressure bar and cap (which shows no discoloring) and throwing out the rest. Does this sound like a good course of action?

I think you ought to hold onto it in a separate environment for a while.  It's usually the REALLY cheap plastics that develop white coatings.  Do you have any Wearevers or really cheap plastics in the same tray? They might be the culprit, not the Balance.  Black celluloid from Sheaffer from that era should be among the most stable celluloids.
