probably an Indian pen. There are many pen makers in India, all spread out, usually concentrated in only one or a few towns (from what reading I've done)...

You'll probably not need a nib block (I've never needed one) but I think you will need to take the nib out of the pen. This might require a knock out block though. Once it's out, you'll want to make your bends or adjustments closer to the breather hole rather than where the feed ends. Is the hawsbill bend on this not factory? I've seen several vintage pens with this type of nib, and my Pilot 742 with the FA nib is like this as well.
