At first I thought this was a CF but now I am not so sure. The end makes me uncertain. It is 5 1/2 inches in length. It is made in France.

What is it?

Thank you

It's not a CF.  The tops are slanted and the bottoms are flat.  That clip looks like it's from the '80's or later.

It shares a section with a model called a Cotele.  The cotele has flat ends, at least the ones I've seen.

This is a c/f.  slant top and open clip are clues.  nib is also unique...  see Binder's page
