Oddly enough the parts do look kosher... The 18ct nib would suggest made for the French market. Has a 1930's feel to it. Never seen one before. David might have a clue, he knows all about the Parkettes...
There are only one Parkette a bit similar (at least the cap bands) in the Parker Archives, but w/o clip and made in the US. Sorry, only photo I have.

Looks dubious to me. The cap looks like a NS Duofold, but I don't know of one with three rings. It could be an Eastern block copy (have a look at the Gavia pen). On the pen itself I haven't seen a Parkette with that form of lever end. They are all square as far as I know.
