What was Carter's "Ideal Cleaner?"

I'm guessing the wire under the cap originally held a cloth dauber, similar to liquid shoe polish, but I don't have a clue what kind of cleaner Carter's would have made. Nor does it seem to be some sort of ink eraser.

I wonder if it was just carbon tetrachloride, which was a popular spot remover for many years. I remember bottles of it had a little sponge on the end of a wire like the Carter's Cleaner has.

That's dead right: it was called (in England at least) "Dabitoff"
