Purely speculation but maybe it was a possible infringement of the Hallmark name as used by Hallmark Jewelers. Here's a newspaper ad from the 12-12-1917 issue of the Chillicothe (MO) Constitution.
As I said, just speculation but in 1917 the Kraker Pen Company was still involved in the ongoing suit with Sheaffer. Since the pens above had to have been made after 10-3-1916 (the date patent 1,199,993 was issued), the timing seems right.

I believe someone is using the designations I gave cap bands and clips in the Pennant article I authored a while back. The first cap bands were unmarked and clips were imprinted "Sheaffer". The second style had unmarked clips and "Sheaffer " in block letters while the third style had "Sheaffer's" in italic and the band extended to the cap lip. Here's the photo I did to illustrate.
eBay sellers have been adopting my designations and implying that one type is worth more than another.

Note the Patent date. The Redbird was made in Libertyville, IL where George was ding business as the Michael-George Co. The Kraker Pen Company was dissolved in 1921.
Sheaffer did not harbor good feelings toward George Kraker, his former employee and one of the original incorporators of the W. A. Sheaffer Pen Co. I imagine he would not have been too happy with Davis assigning a patent to George.
